Hypothecated taxes are easy to administer and as effective in terms of Essay

Hypothecated taxes are easy to administer and as effective in terms of revenue as any other tax. They can be also useful tool for politicians. Critically analyse this statement - Essay Example The authorities are relieved of the worry to distribute the tax revenue among various sectors. These taxes can be very effective. For instance, there are times when the economy is booming but a particular sector of the economy is facing a consistent decline. In such cases, the revenue collected from a specific tax can be used in the development of that sector. Also, it provides the authorities with a clear mechanism for the preferences of the public. When it comes to the monitoring of the working of these taxes, it is a very helpful tool. There is a direct accountability in the sense that it can easily be seen whether the revenue is being allocated in the correct direction or not. Politically, it can be very useful. In UK, there was a suggestion by the Liberal Democrat party that a rise of one penny in the marginal rate of income taxation would be hypothecated for expenditure on education. Assuming that this suggestion was accepted and put into effect, the people who want more Government expenditure on education would have welcomed a rise in taxation. This suggestion falls into the category of weak hypothecation. The aforementioned example of television licenses pertains to strong hypothecation. It is commonly believed that people are more willing to pay a tax when they know what this tax would be used for. If they are deprived of this knowledge, they are less willing to pay. Hypothecation of tax allocates the collected revenue in a specific direction and people normally know what they are paying for and they are more willing to pay. There are occasions when Government faces a shortfall in the hypothecated taxes but there are also occasions when there are surpluses. In such cases, the surplus can be appropriated for the development of other sectors. Hypothecation is a tool that is neither right nor wrong by itself. It depends on the ability of the Government to utilize the

Uncle Toms Cabin :: American America History

Uncle Tom's Cabin Uncle Tom's Cabin is one of the most famous and popular pieces of Civil War literature. It was drawn from selected pieces of a real life memoir done by Harriet Beecher Stowe. Uncle Tom's Cabin was a book that drew many people into the fight over the institution of slavery. Northerners hailed the book saying it exposed the truth, while southern slaveholders and plantation owners claimed that it had many falsehoods in it. President Lincoln, when he met Stowe called her, "the little lady who started this big war." Originally planned for a series of short essays for the National Era (an abolitionist newspaper) in 1851-1852, Stowe gathered so much information, that is was too large for newspaper print, and was published originally by the Boston publishing company Jewett. Immediately it became a hot seller, with northerners and southerners alike. It sold more copies than any other piece of literature, with the exception of the Bible and soon Stowe was touring the United States and Europe to speak against slavery. Many argued that there were false reports in what she wrote because the slave owners were portrayed as heartless devilish men, and the slaves were portrayed as their victims. These were mostly Southern slave owners who believed they treated their slaves well and the slaves were happy. To respond to this, Stowe published A Key to Uncle Tom's Cabin a year later, in 1853, to provide documentation of the truth upon which her novel is based. Uncle Tom's Cabin tells a story of adversity in the struggle for freedom, a look into human cruelty as well as human compassion, and one man's loyalty to those he is indentured to. It is set in a period just before the Civil War; during the time when the black people of America were not citizens, but property and had no rights. In the south during this time, the blacks were forced to work hard labor on plantations and were required to live in small dorms outside of their owner's homes. However, the novel is more than just a narrative of slaves, but of human emotion rising up in the face of adversity. It is a story of the fight for freedom, and an account of the history of America. The author brings out the humanity in the slaves, and describes the great injustices that took place during the time.

Battery Rule

In every social gatherings and institution, ethics and moral regarding one’s thoughts, actions and verbal expression should constantly observed to avoid any morally and physically damaging results from an inappropriate engagement of certain individuals. For social institutions and gatherings involving authority aspect, every individual especially those with superior authority must cautiously observe the said ethical principle.Take for example the case that occurred in the Betts Lincoln-Mercury Dealer Company involving the physical damage incurred by an employee resulting from the inappropriate horse playing of the president during an office party. The sequel of the event at the office party led to the legal pursuit of Caudle, the employee, suing the president of the company for his inappropriate action leading to serious nervous damages to the former. However, the president countered by saying that the action was part of the horseplay of the entire group during the party and th at he had not intended to hurt anyone specifically the plaintiff. In the aspect of ruling for this case, one must actually and critically consider the event scenario and the ethical aspect of it. It is not clearly indicated in the case whether Caudle is involve in the collective term of the group that participated in the horseplay during the office party thus this author will consider him to be excluded.Because of which, this author argues that the plaintiff did not participate from the horse playing thus it is very much inappropriate for the president who is involved to play the said trick on him. Another argument is that, it is a known fact that the electric auto condenser that is involved in the incident posts a risk of shock for anyone who holds it.Because of which, playing with the said item on a very vital nervous spot mainly the back of the head right below the temporal of the brain and posterior of the spinal cord is very much inappropriate since it can lead to serious nervo us damages. Because of the said arguments and reasons, this author strongly rules with the side of plaintiff wherein president Betts indeed committed an action that led to serious nervous damages though without any grave intentions. His must indeed be responsible for his actions and thus must compensate the victims for the reported damages and complications.

Educational Isolation Gap Between Students With...

Disabled students in the United States have a better and more different educational life than students in the country where I come from. Students with disabilities in the United States have been empowered in such a way that they have procured suitable dealings from both the state and federal governments. We are likely to find such students with documented hearing, visual, and physical impairments studying and socializing naturally with students without disabilities. In fact, we cannot tell the difference between the two groups of students regarding education. The schools which the students attend have partnered with both the state and federal governments to provide any possibilities they require as well as teaching and assisting them to pass through education system naturally similar to students without disabilities (Turnbull et al., 2013). According to Blake et al., (2012) the problem in the country where I come from is that there is an educational isolation gap between the students with disabilities and those without disabilities. Most of the respected and established online colleges have four or five areas of study in which they concentrate their degree programs. Often one of those areas is health care. Some stick to business oriented majors and others to technology subjects. But the larger ones with the academic resources to make it work will maintain several fields of study. Some of the traditional colleges have developed online programs but those are usually limited in scope compared to the universitys full curriculum and usually not oriented to the sciences. Some of the online colleges will also offer certification programs in specific professional areas. There are online schools that offer very few full college degrees, but provide extensive programs of study designed to lead to certification in specified skill sets. Some of these are in the health care field. Colorado Technical University Online offers bachelors degree in business administration specializing in health care management. They also have an MBA program with specialization in health care management. American InterContinental University (AIU) also has a bachelors degree in health care management. The Effects Of Diabetes On The Body s Immune System

Abstract Diabetes is a disorder that affects millions of people in the United States today. There are two main types of diabetes including type 1, and type 2. Diabetes is caused by the body’s inability to produce insulin from beta cells. Beta cells are cells that can be found in the pancreas and regulate glucose levels. When glucose levels spike, beta cells are sometimes unable to continue producing adequate amounts of glucose and are destroyed in the process. In diabetics, the body’s immune system attacks the beta cells believing that they are foreign matter. When beta cells are destroyed, no insulin can be produced and can result in many symptoms including fatigue. Although this is an increasing problem today due to the increased levels of obesity, scientists have found a possible cure. This possible cure requires the injection of human embryotic stem cells in hopes that the cells can replicate and replenish the destroyed beta cells. Literature Review Beta cells are cells that are found in the islets of Langerhans. The islets of Langerhans are clustered areas in the pancreas containing hormone producing cells. These cells make up about sixty to eighty percent of all cells found in these islets. They regulate blood glucose levels in the body by the processes of producing, storing, and releasing insulin (Cnop, M. et al, 2005). The production of insulin in beta cells is an important process in the body.
